By the way, you must have at least a twelve inch elevation difference between the PVB and any pipe or sprinkler it feeds, in order for the device to have any useful protective function.

I agree here. If you are truly running a PVB, then the installation height of the PVB is not only not to plumbing code, it, like Wetboots said, will not function properly. What size supply line do you have? and has it been doing this since you had the system?
