Low GPM

I measured the GPM at my house and got a low result of around 5.8 GPM.

-city wayer
-meter is 5/8.
-supply line is 3/4 PVC (i think)
-made sure all water was off
-measured at outside hose bib
-took 24.6 seconds to fill 2.38 gallon pail (9 liters)

Any ideas whats up? Could the hose bib restrict the flow?

one change - called the plumbers that did my house
the line from the meter to supply the house is
3/4 PEX

yes the spigot can reduce the flow tremendously....3/4 pex is approx 11gpm...
