turbine drive on sprnkler

I use a Nelson Turbo Heart Oscillating Sprinkler to water areas of the lawn that the inground sprinklers simply don't reach. The turbine drive does not seem to be working properly, it is static and the water flow does not oscillate at all.

Anyone have any ideas on what might be causing it?
