Orbit Lawn Sprinklers Problem

I have a 4 station Orbit lawn sprinkler system. Watermaster non-flow control 3/4" valves. Whether on manual or on the timer, sprinklers come on strong and then at random times go off and come back on until cycle complete. This same thing happens on all 4 stations. I've changed everything that can be changed... new diaphragms, new solenoids, new timer. Wiring is good too and there is no chance of any obstructions.

Help!

Orbit Lawn Sprinkler Problem

Our lawn sprinkler water is supplied by the city and is part of a farming irrigation system which has canals that water from the river runs through. So no, it's not well water, I'm just not sure how the water is directly supplied to us.
