SOLENOID VALVE

THE ONLY WAY THAT THE SOLENOID VALVE WILL COME ON IS IF THE BLEED SCREW IS PARTIALY OPENED AND DEPENDING ON HOW FAR THE THE SCREW IS OPENED RESULTS IN DIFFRENT PRESSURES. I HAVE REPALCE THE DIAPHRAM, BUT THAT DID NOT SOLVE THE PROBLEM . IF THE BLEED SCREW IS TIGHT LIKE IT SHOULD BE THE VALVE DOES NOT FUNCTION.

ANY IDEAS?
