Rainbird 150 PGA low flow

This valve has been installed for about 7 years. When it comes on, I can hear the sound of the water being restricted in the valve and the heads don't pop up completely. The valve is adjusted to be fully open. I can manually loosen the solenoid 1 turn and the valve no longer has the sound of restricting the flow and the heads pop up completely. I can tighten the solenoid again and the flow continues unrestricted with the heads fully up.
What should I do to fix it?
