Toro Mini 8 rotor doesn't rotate

Toro Mini 8 rotor doesn't rotate

I live in Wisconsin and therefore have my toro sprinkler system professionally winterized with high pressure air prior to winter. However, it seems in the spring, on the first startup, I always have at least one Mini 8 rotor head that doesn't rotate. Is this common for the Mini 8 head? Is there an adjustment that I can make to make it work?
