Hunter Pro-C Runs Constantly After Power Outage

I have a client with a Hunter Pro-C controller. When the power comes back on after an outage, the controller constantly cycles through all the zones until it is reset. The controller doesn't lose any of its settings, it just seems to go into a mode where it repeatedly runs through all the zones.

Does the controller need to be replaced?
