Toro GreenKeeper 212 won't come on

My Toro GreenKeeper 212 won't come on. I had a tree cut down near the rain gauge, and the rain gauge seems to be gone. Could this be the problem? What steps do I need to take to resolve this problem?

Install a new rain detector, or just splice the two wire ends together
