Hunter pro c system not shutting off

Hey all I am having some problems with my sprinkler system. I have it set to run two times a day for 7 minutes but after it runs the initial cycle the sprinklers just start over and then run one or two more complete cycles. This causes problems as the water rates in my area are very high. I have tried resetting the system and still have no luck. The Hunter Pro C claims to have a memory that never loses the settings so I'm kind of at a loss for what to do next and any advice would be greatly appreciated.
