Controllers only allowing 1 zone to water at a time?

Is it normal for contollers to only allow 1 zone to be watered at a time? I am new to the irrigation world, and I understand there is a finite amount of water and pressure at any given point, but I assumed that I could get more than 1 zone watered at a time.

There is also a finite amount of power a controller can put out, but it's the water supply more than anything that makes the "one zone at a time" rule
