Will this work?

I was wondering if I could hook up a drip irrigation starter kit (FS50) to a rain collection barrel (fake stone fountain with pump)

Highly doubt it.

The pump needs to be able to adequately supply water down to the end of the hose ( there is friction loss) and create enough water pressure to have the water come out of the emitters on the hose

the dollar cost of the collection/pump/filter setup would be way more than the cost of the water saved.
