Low pressure in one of my zones

I noticed that the zone in my front yard is lacking some pressure because I can take my foot and press down on the rotating heads and they will go down inside the cylinder. My backyard zones appear to have plenty of pressure. Not sure where to start looking. Could it be the control valve maybe is partially open or has something in it to prevent the pressure from fully building up? Kind of puzzled. Any suggestions would be greatly appreciated.

While the station is running. Open the bleeder screw. Did the pressure increase? If so change the diaphragm.
There might be a break in the line somewhere.
Is the flow control on the valve turned down too low?
