Housing flooded

I have flooding within the housing of my sprinkler system. I ran into this issue once before (in the back yard) and the landscapers were able to "loosen the drain valve"??? How do I find this valve?

Is it flooding in the valve box that contains the valves? Turn off the water supply, get the water out of there. Turn on water a bit and check for leaks.
