Are you saying the faucets worked before he replaced the valve?

I have a few thoughts on this.
One thought is there was a miscommunication at the time of the install.
Is it possible he thought you wanted the faucets to be connected to a certain zone or two and only under pressure when that zone comes on? And you assumed they'd be under pressure all the time?

Another scenario. Maybe the pipes are hooked up incorrectly. Maybe the pressure line to the faucets is after the master valve instead of before? This way they'd only have pressure when the sprinkers are running.
Do the faucets have pressure when any zone runs in the back yard or just the one zone?

Supposing the faucets only have pressure when any valve runs. Do you have an empty zone on the timer? You could run that zone turning on the master valve which would supply pressure to the faucets. I know that's a pain in the butt but it would work until you find a permanent solution.
