Solenoids OK, but can only manually turn on

I have a Rainbird ESP-6Si. None of the zones produce enough pressure to make the heads pop up. I checked each and every solenoid and know that they work. The only way I can get the system to irrigate is by manually turning each solenoid. The problem is, I have to turn each solenoid so far in order to get the sprinkler heads up, that the valves leak at the solenoids.
